The MPOWER framework and LMIC performance

In 2008, the World Health Organization introduced the MPOWER framework to support countries in implementing the FCTC. MPOWER translates treaty commitments into six practical policy actions.

MPOWER in LMICs

The MPOWER framework provides a clear roadmap for tobacco control, but implementation in low- and middle-income countries remains uneven and incomplete. Structural constraints, limited political capacity, and competing priorities mean that many countries fall short across multiple MPOWER domains [^1], [^2]. These gaps help explain why tobacco use remains high in LMICs and why additional approaches are increasingly being discussed.
